In the Committee's evaluation of the Alabama Department of Public Health's response to the COVID pandemic, and to prepare for the next pandemic, it seems imperative for the Committee to address the question of public trust, which public trust is under strenuous attack. See Latest Twitter Files tackle 'Great Covid-19 Lie Machine' flagging true content as 'disinformation'.
To address the question of public trust, it further seems imperative that the Committee be very public in the evaluation it makes of ADPH's response to the COVID pandemic and of what is needed to prepare for the next pandemic.
As an Alabama citizen, I will press for the Committee's being public by urging Alabama TV stations and other news media in Alabama to cover the Committee's work.

Where does the Committee's evaluation of the Alabama Department of Public Health's response to the COVID pandemic (and preparation for the next pandemic) stand?
Have there been any meetings of the Committee? Whom has the Committee contacted to get information? Is there a report being written? Is it ok if I contact some of the Committee members directly?
Yesterday, Dr. Stewart Tankersley published an article "Evidence to counter Scott Harris’ COVID-19 tactics" (posted at https://1819news.com/news/item/dr-stewart-tankersley-evidence-to-counter-scott-harris-covid-19-tactics).
I would like to think there are numerous professionals and organizations in Alabama who have great interest relative to ADPH's response to the pandemic (and preparing for the next pandemic), and I hope they are having input to the Committee. (Some of these professionals and organizations are copied on this email.)
Also I have communicated to Alabama chambers of commerce and Alabama TV stations about the Committee's work. I think the TV stations should want to report to their viewers about what the Committee concludes about ADPH's response to the COVID pandemic and what the Committee thinks should be done to prepare for the next pandemic. I think the Committee should publicize to Alabama TV stations the Committee's conclusions (when they are reached), which I will try to do as well.

If I may, I would like to suggest that Committee members, if they have not already done so, read Scott Gottlieb's Uncontrolled Spread: Why COVID-19 Crushed Us and How We Can Defeat the Next Pandemic and also Dr. Birx's just published book Silent Invasion: The Untold Story of the Trump Administration, Covid-19, and Preventing the Next Pandemic Before It's Too Late.
Further, I think the Committee should think long about what Supreme Court Justice Gorsuch recently said, to wit, the following:

Subject: My input for evaluating ADPH COVID-19 response
Dear Alabama State Committee of Public Health members:
The COVID-19 pandemic was immensely harmful to Alabama in numerous ways.
There are continuing very bad after effects from the pandemic. These include serious disruptions in the education of Alabama children and damage to their mental health, plus a big inflation problem in the economy resulting from the pandemic.
For better or worse, work arrangements in the economy may be permanently altered.
With the COVID-19 pandemic wreaking so much havoc, there was and continues to be great finger pointing about who or what is to blame for the harms that have been caused, and what could have been done for the harms to be less. This finger pointing has greatly added to the political and cultural polarization in the United States, and Alabama politics and governance have been further impaired in the increased polarization.
In this situation, the Alabama State Committee of Public Health is conducting an evaluation of the Alabama Department of Public Health's response to the COVID-19 pandemic (and for preparing for the next pandemic).
Such evaluation is important for (i) trying to help decide what should be the Alabama governmental response if and when there is another pandemic, and (ii) addressing the finger pointing of who is to blame for the pandemic and harms it has caused, and the impairment of Alabama politics and governance from the increased polarization caused by the pandemic.
I offer the following for the consideration of the Committee in doing its evaluation:
I. General principles of government
Government has the purpose of keeping citizens safe and protecting their health and welfare.
Public officials are agents of the government who have authorities and responsibilities for acting to fulfill said government purpose.
The authority of public officials may include requiring citizens to do things (or refrain from doing things) to keep the public safe and protect the public's health and welfare.
Citizens have obligations to do (or refrain from doing) what public officials decide that citizens should do (or shall refrain from doing).
In deciding on their actions, public officials have uncertain knowledge relative to possible actions, and the public officials must make decisions in the face of uncertain knowledge.
Uncertain knowledge can produce great disagreement about the actions the public officials should take.
In the public officials' decision making process, personal interests and partisan political interests may improperly affect the decision making process.
Misinformation may be in circulation (mistakenly or intentionally), and such misinformation can make more difficult the public officials' decision making.
Further, knowledge and conditions change over time, and this calls for ongoing review by public officials of their decisions and actions.
The Committee's evaluation of the ADPH response to the COVID-19 pandemic should include applying the foregoing principles to the specific COVID-19 situation.
II. My application of the general principles to the specific COVID-19 situation
A. Gov. Ivey, AG Marshall, other GOP officials, failed their public responsibilities
I contend Gov. Ivey, Attorney General Marshall and GOP legislators in Montgomery failed their public responsibilities in the COVID-19 pandemic, mainly in the form of the opposition to any and all vaccine mandates. I explain this contention further at https://al6thcongdist-ihaveuntiljan13.blogspot.com/2021/12/dear-gov-ivey-re-controlling-covid.html. I have widely sought other parties to refute my contention, and there has been no refutation proffered. The Committee should endeavor to decide whether it agrees with my contention.
B. 2020 was a desperate year
COVID-19 overwhelmed the United States in 2020. Battling COVID-19 was beset with huge problems.
A strategy of identifying and isolating infected persons by means of testing and doing contact tracing to identify and isolate other infected persons was soon seen as hopeless for containing COVID-19, due to grossly inadequate testing and contact tracing capability in the early days of the pandemic, and COVID-19 rapidly spreading and getting out of control for any testing and contact tracing strategy.
With COVID-19 beyond control by testing and contact tracing, and with no vaccine, containment by shutdowns and stay at home orders was initiated.
Inadequate knowledge about COVID-19 was a problem for the containment efforts. Initially, transmission was thought to be mainly via the virus being on surfaces, humans touching the surfaces, and fingers touching the mouth or food for the virus to get into the body, which led to massive cleaning operations in facilities that humans needed to occupy. Subsequently airborne transmission was concluded to be primary. That gave rise to social distancing and masking protocols. With masks, it took time to learn whether transmission of the virus was only via larger droplets from sneezing and coughing that fell quickly to the ground and for which lesser grades of masks could block transmission, or whether smaller airborne particles could carry the virus, stay airborne longer, and for which better masks were required.
Preventing airborne transmission focused attention on upgrading inadequate ventilation systems, such as in schools.
During 2020, it was learned that the elderly and immune compromised persons were much more vulnerable, and serious illness and deaths were much less in the rest of the population. Thought was given to segregating the vulnerable population, and having the rest of the population return to their pre-pandemic lives. Even though the risk of serious illness and death was low for a large segment of the population, the risk was not zero, people still had fears, and public officials in the United States did not in 2020 implement programs to segregate the more vulnerable segments of the population and for the rest of the population to return to their pre-pandemic lives.
With serious illness and death from COVID-19 being the first matter of concern in 2020, little weight was given in 2020 to the possible long term adverse psychological and social effects of shut downs and stay at home protocols and to the learning loss risks.
B. Operation Warp Speed
In the desperate year of 2020, the great hope for the United States to win the battle against COVID-19 was Trump's "Operation Warp Speed," which sought to develop a vaccine within one year, something that was unprecedented in the history of vaccines in which vaccines took years to develop.
"Operation Warp Speed" was spectacular. A vaccine was ready by the end of 2020 and most everyone believed that the way for the United States to win the battle against COVID-19, get the economy going again, and return to pre-pandemic lives, was for as many Americans as possible to get vaccinated as fast as possible.
A problem arose, however, that Trump lost the 2020 election and the Republicans were a badly defeated political party. In their defeat the Republicans did not want Biden and the Democrats to get the political benefit of being the party in power that oversaw the United States winning the battle against COVID-19 by getting as many Americans vaccinated as fast as possible, and the Republicans endeavored to obstruct Biden and the Democrats in getting as many Americans vaccinated as fast as possible.
This obstruction by the Republicans took various forms. Republicans urged people to claim vaccination violated their religious beliefs and to refuse to get vaccinated on that basis. Republicans sought to get people to refuse vaccination on the grounds that the CDC was not adequately recognizing natural immunity and that getting Americans vaccinated as fast as possible should be slowed down to accommodate individual claims of natural immunity. The Republicans tried to halt vaccinations due to the existence of small risks of adverse reactions to the vaccine. The Republicans were probably guilty of spreading disinformation and misinformation in order to impede getting as many Americans vaccinated as possible and as fast as possible. In Alabama, the obstruction took the form of prohibiting any and all vaccine mandates.
It is the foregoing obstruction by the Republicans that is the chief ground for my contention that Gov. Ivey, Attorney General Marshall and GOP legislators in Montgomery failed their public responsibilities in the COVID-19 pandemic, as I I explain at https://al6thcongdist-ihaveuntiljan13.blogspot.com/2021/12/dear-gov-ivey-re-controlling-covid.html.
C. The Committee has a daunting task
I submit that the Committee has a very daunting task to make a constructive contribution to (i) deciding what should be the Alabama governmental response if and when there is another pandemic, and (ii) addressing the finger pointing of who is to blame for the pandemic and harms it has caused, and the impairment of Alabama politics and governance from the increased polarization caused by the finger pointing.
D. Getting views of others
On my emails to you, including this email, I have copied parties who I think should want to express themselves to the Committee relative to the evaluation the Committee is trying to make about ADPH's response to the COVID-19 pandemic. None of those parties have said anything to me on the matter. I would ask them to at least tell me whether they think I should continue to press the Committee here or whether I should drop the matter.
I will contact other parties who I think may have something to offer the Committee.
The Committee should seek a conversation with Attorney General Marshall for him to refute my contention that he, Gov. Ivey, and GOP legislators in Montgomery failed their public responsibilities in the COVID-19 pandemic.

Hello Brian.
Thank you very much for your email and for supplying my information to the Chairman of the State Committee of Public Health (SCPH).
The polarization over the COVID-19 pandemic response greatly affected what that response was at the time. Such polarization over the response has continued and feeds into the increasing polarization in the United States generally. Unless a way is found to lessen the polarization over the response, it will have great effect on preparing for and responding to the next pandemic.
The COVID-19 pandemic affected everyone, and everyone had an interest in the response by the government and public health authorities. It is likely to be similarly so if and when there is a next pandemic.
The parties to whom I have sent emails regarding SCPH's study of the pandemic response have a special position vis a vis the COVID-19 and any future pandemic response, and those parties should want for SCPH's study to be done well and also should want to provide their own information to the SCPH regarding the study.
I don't know whether any of said parties have contacted or will contact the SCPH regarding its study, and I may never know.
At this juncture, please consider this email (and other communications from me) as "for the record" of my contacting Alabama parties who should be interested in the study being done well, and their choosing to provide or not provide information to contribute to the SCPH doing a good job.
Insofar as partisan politics detrimentally corrupted the COVID-19 response and has the potential to undermine the SCPH's study, I hope the news media in Alabama will closely cover what the SCPH does in carrying out its study.

A Vestavia Hills Police Department Facebook post from earlier this week (https://www.facebook.com/vestaviahillspolice) reported that Alabama Attorney General Steve Marshall made a presentation to the family of fallen Vestavia Hills Police Officer Darryl Fortner of a Certificate of "Devoted and Faithful Service." The Facebook post said, "General Marshall and his staff have worked tirelessly to support the family of Officer Fortner".
According to https://www.odmp.org/officer/reflections/26160-police-officer-darryl-wayne-fortner/25, Officer Fortner died as a result of complications from COVID-19.
I offer to you the following comments regarding (i) AG Marshall and the COVID-19 pandemic (to which Officer Fortner's death is attributable), and (ii) AG Marshall and guns and gun violence in Alabama.
COVID-19 pandemic
I have charged AG Marshall with moral depravity in his opposition to vaccine mandates. My basis for this is set out at https://al6thcongdist-ihaveuntiljan13.blogspot.com/2021/12/dear-gov-ivey-re-controlling-covid.html. AG Marshall has not responded to my charge.
In this regard, please note that the Alabama State Committee of Public Health (SCPH) has undertaken to study and evaluate the Alabama Department of Health's response to the COVID-19 pandemic, and preparedness plans for future pandemics. I would like to think that the Vestavia Hills police department and the Mayor and City Council would want SCPH to do its study well.

Guns and gun violence

I sent an email to Oxford Police Chief Partridge saying that I thought there was a need for public official declarations that the Second Amendment does not give citizens the right to bear arms against the police. I elaborated on this to Chief Partridge, saying the following:
I think many citizens believe that the Second Amendment gives them a right to stockpile weapons for use against the government for if and when those citizens think the government has become tyrannical, and believe that the Second Amendment prohibits the government from protecting itself against citizens who would use weapons to attack the government.I am trying to implement the foregoing perspective by asking city councils in Alabama to lead against gun violence in Alabama by passing declaratory resolutions along the lines of the "Declaration of public officials for gun violence prevention" set out at https://al6thcongdist-ihaveuntiljan13.blogspot.com/2022/09/declaration-of-public-officials-for-gun.html. I contend those beliefs are mistaken.
It is one thing for citizens to have, and to act on or try to act on, those mistaken beliefs.
It is another thing for public officials, who have taken oaths of office to preserve, protect and defend th constitution and the rule of law, to have such mistaken beliefs and to act on such mistaken beliefs, such as by not contradicting citizens who have the mistaken beliefs and by encouraging citizens in their mistaken beliefs.
I think AG Marshall may have such mistaken beliefs, and he is unwilling to contradict Alabamians who have the mistaken beliefs.
I urge the Vestavia Hills city council to consider passing the above suggested resolution.

I am dubious of the Committee being able to make a respectable evaluation of the ADPH COVID-19 pandemic response and putting forth how to respond to the next pandemic.

This quick further email is prompted by Sen. Britt's co-sponsoring a bill against mask mandates this past Thursday (reported by WSFA 12 News at https://www.wsfa.com/2023/09/07/sen-britt-co-sponsors-bill-against-mask-mandates/).
Early Friday morning, JT of 105.5 WERC texted Sen. Britt for an interview; Sen. Britt immediately responded; and a 7:30 am interview took place lasting 8 minutes. The interview can be heard at https://wercfm.iheart.com/featured/alabama-s-morning-news-with-jt/content/2023-09-08-fighting-against-covid-mandates/. Sen. Britt emphasized how her bill was to to protect freedom and liberty.
I think the Alabama State Public Health Committee should persuade Sen. Britt (as well as Gov. Ivey whom I mentioned in my Friday email to you) to fully involve herself with the Committee's evaluation of the ADPH COVID-19 pandemic response and what the Committee puts forth about how to respond to the next pandemic.
In making this suggestion, I mention a couple things.
On mask mandates, a week ago Smerconish had an interview with Dr, Fauci regarding the Cochrane study of the effectiveness of masks, which interview sparked a lot of comment during the week. Yesterday Smerconish had a follow up interview with Dr. Tom Jefferson, lead author of the Cohrane study. This interview can be seen at https://www.cnn.com/videos/health/2023/09/09/smr-mask-study-doctor-uncertainty.cnn. The Committee should carefully consider the foregoing interviews.
As regards Sen. Britt emphasizing the protection of freedom and liberty, under the system of Federal and state governments in the United States, citizens do not have absolute freedom and liberty; a main function of the government is to protect the health and safety of its citizens; and such may entail the government restricting the freedom and liberty of citizens in order to protect the health and safety of the citizens.
In this regard, I pick as an example an August 28th episode of WSFA 12 News' Investigate TV series that is entitled "Defective: Dangerous consumer products find their way into America by ship and through online retailers A small federal agency is charged with stopping these products before they reach consumers", which episode can be found at Defective: Dangerous consumer products find their way into America by ship and through online retailers – InvestigateTV. As the episode shows, the Consumer Products Safety Commission extensively limits the freedom and liberty of manufacturers and distributors regarding the products they manufacture and sell, for the purpose of protecting citizens.
In JT's interview of Sen. Britt, I don't think there was adequate discussion of the tension between, on the one hand, allowing freedom and liberty and, on the other hand, the government's function of protecting health and safety of the citizens by restricting freedom and liberty of citizens.
I think WSFA 12 News, which reported on Sen. Britt's bill, should, through editorializing or otherwise, impart to its viewers how freedom and liberty need to be balanced against the government protecting the health and safety of the citizens, such as regarding mask mandates or not. To push that forward, I am copying Mark Bunting, General Manager of WSFA 12, on this email. (I will also try to notify JT about this email.)
Further it should be noted there is a public relations component to the Committee's work, and the Committee should be concerned about Alabamians hearing only the JT/Sen. Britt perspective that emphasizes protecting freedom and liberty, and not hear adequately about the role of government to protect the health and safety of the citizens.
I am trying to get the Committee's work covered by the Alabama news media and for that news media to impart to Alabamians the government's role of protecting health and safety, as well as protecting freedom and liberty.
More significantly, mask mandates, or not, are only part of responding to the COVID-19 pandemic and are only part of putting forth what to do in the next pandemic. Adding this email to https://al6thcongdist-ihaveuntiljan13.blogspot.com/2023/03/letter-to-al-state-public-health.html will add emphasis to how hard the Committee's job is.
Finally, I will contact Sen. Britt's office to tell them about the Committee's work and to urge that Sen. Britt involve herself in the Committee's work.

The evaluation of the Alabama Department of Public Health's response to the COVID pandemic that the Alabama State Committee of Public Health is currently conducting (with a view to preparation for the next pandemic) is of great importance for public health in Alabama.
I have tried to provide input to the Committee's evaluation, including soliciting input from parties with a bona fide public health motivation and also parties with a political agenda. In these circumstances, I think the Committee should cease its effort to make an evaluation of the pandemic response and make a public declaration that politics prevents the Committee from making a respectable evaluation that will have the trust of the public and place the blame for this situation on the politicians, who will need to answer to the public.
