In the New York State Rifle & Pistol Association case, Justice Clarence Thomas' majority opinion enunciated that the Constitution protects “an individual’s right to carry a handgun for self-defense outside the home.”
I believe the individual right to carry a handgun for self-defense outside the home can be fully accommodated and at the same time gun violence will be greatly reduced if the only permitted carry of guns outside the home is open carry. and concealed carry of guns outside the home is prohibited.

Thank you for taking the time to contact me regarding gun control legislation. I always appreciate hearing from my constituents.
First and foremost, I would like to express my sincere condolences to the families and friends of the victims of the horrific and recent shootings. I commend all those who are on the front lines of these tragedies, from law enforcement and first responders to the doctors and mental health professionals, who are working to help victims and their families heal from these appalling events.
I appreciate you sharing your thoughts regarding gun control legislation. It is an unfortunate reality that there are individuals intent on breaking existing laws and committing such heinous acts. As your United States Senator, please know that I will diligently and thoughtfully consider any proposals that come before the Senate related to these issues. I believe that any effective solution must involve combatting the culture of violence in our society, enforcing the current laws in effect, and addressing any underlying mental health issues that might contribute to such incidents.
Furthermore, our processes of sharing information among agencies and alerting the proper authorities when instances of violence are apparent must be clear and efficient. This includes continually improving our existing processes and databases such as the National Instant Criminal Background Check System. Lastly, we must ensure that individuals who commit crimes with firearms are held accountable for their actions and receive punishment commensurate with their crimes.
There is no greater priority for me than the safety and security of American citizens. I will always pursue ways to keep Americans safe from violence and will continue to carefully study all such proposals. Please know that I will keep your thoughts in mind should any relevant legislation come before the Senate during the 117th Congress.

I am seeking in person meetings to discuss this idea, including currently with the Birmingham Police Department and the Jefferson County Sheriff's office (I will be calling Deputy Chief Agee at the sheriff's office today to try to set up an appointment).
I think what I am propounding is worthy of being heard out by government officials.
If my idea is cockamamie, I wish to listen to explanation of why it is cockamamie, and I am open to being dissuaded from pressing the idea further.
I know Mountain Brook's gun violence problem is different from gun violence problems elsewhere, such in the City of Birmingham, and Mountain Brook's need for reducing gun violence is much less than in other places.
Nonetheless, I believe the Mountain Brook police department is very attuned to the challenges that guns and gun violence present for law enforcement all over the country, and I think I as a Mountain Brook resident should be able to talk with the department.
Ideally I would like to persuade you that my idea is not cockamamie, and that it would achieve gun violence reduction; and, if I persuade you to that effect, you would urge for other Alabama law enforcement and governmental officials to talk with me.
According, I would like to come to City Hall and have a conversation with you or some other Mountain Brook official about this.

Yesterday, City Councilors Williams and Moore and Police Chief Thurmond emphasized the importance of everyone, police and community members, working together, and community members telling the police what they know. The below is quoted from CBS42's reporting at https://www.cbs42.com/news/local/woodfin-calls-on-leaders-for-stricter-gun-laws/:
“The complacency of the community where 911 is not called after 30 rounds that go off across the street, it’s saddening and it’s troubling at the same time,” Williams said.I imagine there is a great sense of hopelessness in the community about gun violence, a feeling that nothing they do will contribute to lessening the gun violence, and so they don't bother reporting things to the police.
Woodfin said 92 percent of this year’s homicides happened by gunfire. Birmingham Police Chief Scott Thurmond said everyone must be their eyes and ears because they can’t be everywhere at once.
“A lot of our community members know what’s going on in the community and we ask that they share that information with us to prevent crime and solve the crime that already occurred,” Thurmond said.
Councilman J.T. Moore said there is power in the collective when everyone works together.
“If everybody is making the phone calls and calling the police and making the police reports and if everybody is sending the emails and if everybody is taking the pictures, what you start to create is a culture that this type of activity will not be able to thrive in,” Moore said.
Moore encourages everyone to get involved with their neighborhood associations to bring these issues to their attention to get help where it is needed.

I suggest, if only open carry of guns outside the home for self-defense is permitted, and concealed carry outside the home is prohibited, there would be much more working together of police and community members.
Imagine Gov. Ivey, Mayor Woodfin, AG Marshall and Chief Thurmond holding a press conference in which they say:
For 25 years guns have been a huge safety and health problem for the United States, seemingly intractable by reason of Second Amendment rights, which must not be violated. We believe what we are announcing today offers a great solution in Alabama. The United States Supreme Court has told us that the Second Amendment protects “an individual’s right to carry a handgun for self-defense outside the home." We think that right can be fully accommodated, and at the same time gun violence will be greatly reduced if the only permitted carry of guns outside the home is open carry for self-defense, and concealed carry of guns outside the home is prohibited. For all Alabamians, this means you have and will have a complete right to carry a gun outside your home for self-defense, except your gun must be carried openly for everyone to see. Such open carry of a gun outside the home for self-defense will provide equal or greater capacity for self-defense as concealed carry of a gun. At the same time, we believe Alabamians will be safer from gun violence. Police may give special attention to places where Alabamians feel they need to carry guns for self-defense. By the same token, other Alabamians may choose to avoid those places or decide they too should carry a gun for self-defense in those places. This in turn may lead Alabama's lawmakers to give expanded consideration to public areas that should be designated as "sensitive areas" where guns are entirely prohibited. Also, private property owners who want to prohibit guns on their premises will be better able to do so if guns are carried openly. Only allowing open carry will allow community members to report to the police other members of the community who are carrying concealed weapons outside their home. Making Americans safer from gun violence may be harder now than ever before.
Consider what has happened with The Concealed Carry Improvement Act that New York State passed during a special session a week after the U.S. Supreme Court decision in the New York State Rifle & Pistol Association case. That new law took effect yesterday, and immediately it became clear the law will be strenuously challenged in the courts, with an unknown outcome at this time. See New gun law continues on despite judge calling it 'unconstitutional'.
I don't know what other laws will be enacted in other States in reaction to the New York State Rifle & Pistol Association case or what the legal prospects of those laws will be.
It seems to me, in this Labor Day to Election Day run in the 2022 midterms, Democratic candidates such as yourself need to figure out exactly how they (and you) will campaign and what they (and you) will say on the issue of reducing gun violence.
Possibly Democratic candidates will campaign on specific legislation they advocate for reducing gun violence. There may be lots of different ideas about such specific legislation.
I think the touchstone for Democratic candidates should be in the vein of saying this:
"Americans have a right to have guns for self-defense. At the same time, there is a role for governments to protect Americans from gun violence. There are ways the governments can do that without violating Second Amendment rights of citizens to have guns for self-defense. In my election campaign, I will delve into this much more with you the voters, and I hope my opponent in this election will also talk about this to you the voters."I think Democratic candidates should have conversations with one another about how best to campaign on the issue of reducing gun violence and about exactly what to say to the voters.
In that vein, I have copied on this email Dr. Will Boyd, Rep. Terri Sewell, and other Democratic candidates in Alabama, plus former Alabama Senator Doug Jones, who might be a good sounding board on this.

Yes, ____, I agree the Alabama power systems continue to allow and encourage the use of weapons freely.I have previously sent you two emails, one on August 19th and the other on August 31st, concerning the subject of reducing gun violence by allowing only open carry of guns outside the home for self-defense and prohibiting concealed carry of guns outside the home.
I think there is a way to make the case that the power systems do not have a justified basis under the 2nd Amendment for what they are doing and that they are the cause of unjustified death and harm to Alabamians for what they do.
If that case can be forcefully laid out against the power systems, there is a possibility for pushing the power systems back.
Here is what I would like to do.
I would like 15 minutes or so on the phone with you for me to lay out the case against the power systems. If you are impressed with the case that I make against the power systems, we can discuss a next step.
If we can schedule a time for a telephone call tomorrow, that would be great. I can manage any time of the day tomorrow. Just let me know.

In the New York State Rifle & Pistol Association case, Justice Clarence Thomas' majority opinion enunciated that the Constitution protects “an individual’s right to carry a handgun for self-defense outside the home.”
I believe the individual right to carry a handgun for self-defense outside the home can be fully accommodated and at the same time gun violence will be greatly reduced if the only permitted carry of guns outside the home is open carry for self-defense, and concealed carry of guns outside the home is prohibited.

On Monday I sent the below email to Commissioner Scales regarding her Monday night public safety town hall and I copied you and the other Commissioners on the email.
I am in your district 5 and I would like to meet with you to discuss the idea of allowing only open carry of guns outside the home for self-defense and prohibiting concealed carry of guns outside the home.
